Each paid account is to be owned and utilised only by one property agent registered with the Council of Estate Agents (CEA).
Name used on the account should be similar to name registered with the Council of Estate Agents (CEA).
Account profile and details, including agency license, salesperson’s license and salesperson’s mobile number(s) are to be current and up-to-date at all times as registered with the Council of Estate Agents (CEA).
Account profile photo should be similar to the photo submitted and registered with the Council of Estate Agents (CEA).
Agent’s personal webpage / website’s links included in the Agent Profile should contain listing(s) advertised on PropertyGuru.com.sg or CommercialGuru.com.sg with up-to-date information.
Agents are not allowed to indicate race, ethnic preferences in all advertisement, listings and Agent Profile unless in accordance to the Ethnic Integration Policy or the Non-Citizen Quota for Renting Out of Flat. Listing(s) found with such indication will be suspended immediately.
Agents are advice to adhere to CEA’s co-broking regulations and requirements. Any reported violation may be investigated and be forwarded directly to the CEA.
All listings posted must be genuine, accurate and available to the market at the time of listing and throughout the duration it is visible online. Listing(s) found to be false, fake, unauthorized or misleading will be suspended immediately.
It is the sole responsibility of the agent owning the account to ensure full genuinity and authenticity of the listing and all its information – including but not limited to text descriptions, video content and visual imageries.
Duplicate listing(s) from one agent are prohibited and would be suspended immediately upon detection.
Duplicate listing(s) occur and are detected when one agent has more than one active listing advertising the same property unit, under one or several account. Duplicate listing(s) are judged based on, but not limited to, similar descriptions, similar interior photos, similar property size and similar price.
Advertising two or more projects and/or units in one listing is strictly prohibited; only one unit from one project, with one size and one price is allowed per listing. Should a single listing be detected to have multiple projects or units advertised within it, PropertyGuru reserves the right to suspend it immediately.
Fake listings are strictly prohibited on PropertyGuru and feedback/reports on potentially fake listings are attended to immediately. Listings that have been investigated to be fake will be suspended immediately.
The listings authenticity is verified based on but not limited to: property listing(s) with no accompanying photos, very little or no listing description, listing only has photos from the PropertyGuru library.
As per CEA’s requirement, all estate agents / salespersons are required to sign relevant Forms 1 to 8 as laid down in the Third Schedule of the Estate Agents Act 2010. Reported unauthorized listing(s) will be suspended immediately.
It is the sole responsibility of the agent owning the account to remove or deactivate listings of properties/units that are no longer available – whether is it sold, rented, or while on Option to Purchase period. Should a listing be reported and found to be no longer available, the listing would be suspended immediately and no longer visible to the public on the PropertyGuru platform.
It is important to note that all posted listings have a validity of 32 days on the PropertyGuru platform – after which it will be automatically deactivated and moved to ‘Past’ folder, and will not be visible to the public until it has been reactivated.
All listing description(s) have to be an accurate representation of the respective listings they are advertising. Description(s) that could mislead the property seeker with inaccurate information and/or perceptions of the listing are disallowed.
Inclusion of other personal websites or blogs are permitted – only if the agent’s PropertyGuru listings are also featured on those websites. URLs of other property portals or websites are strongly prohibited.
Listing description(s) can include the name(s) and contact details of property agents other than the agent holding the account – only if all agents mentioned in the listing description also own an active paid PropertyGuru agent account.
The primary language of all descriptions should be in English. Descriptions in other languages are allowed as a secondary language.
All listing photos have to be an accurate visual representation of the respective listings advertised. Photos depicting the property’s interior must be genuine and accurate of that exact unit at the time; they must not be photos of a similar/different unit, nor be photos of the same unit but taken when in a different condition. All listing photos must depict very closely what the property seeker will see in person should a viewing be scheduled.
It is the sole responsibility of the agent to attain copyright or permission of use before using any artist impressions from sources like project brochures and so on. PropertyGuru reserves the right to remove any photos and other materials that breaches copyright laws or are in act of infringement.
Listing photos found to not meet one or more of following are deem as irrelevant and/or inappropriate, and will be suspended:
All listings floor plans have to be an accurate visual representation of the respective listings advertised. Hand-drawn floor plan is allowed if they are clearly and accurately drawn.

Listings advertising overseas properties are not allowed in agent accounts and will be suspended immediately. Only local residential or commercial properties are allowed. To advertise an overseas property, kindly contact sales@propertyguru.com.sg
Agents and project marketing teams are advised to obtain relevant authorizations from the respective project developers before listing new projects. Repetitive listings of similar unit type with several indicative prices are deemed as duplicate listings and will be suspended immediately.
Persistent violation of guidelines can lead to suspension of agent account without claims of refunds of services fees and/or extension of the package. All “Active” and “Past” listings folders will be moved to “Suspended”.
Use of automated software such as bots, hacks, mods or any other unauthorized third party software designed to access, crawl or collect content / information from PropertyGuru is strictly prohibited.
Use of any unauthorized third party software that intercepts, “mines”, or collects information from or through PropertyGuru is strictly prohibited.
This document forms part of the Terms and Conditions for agent membership in all services provided by PropertyGuru Pte. Ltd. (The Company). These services are, but not limited to, PropertyGuru.com.sg, CommercialGuru.com.sg . Every agent member (The Agent) is obliged to abide by these guidelines when using the above services.
The Company reserves the right to amend these guidelines during the course of membership. All agent members will be informed at the point of change. The Company also reserves the right to suspend any agent account on repeat offense of the guidelines.
Accounts with persistent violation of guidelines will have their account(s) suspended. All suspensions will not amount to any refunds of service fees.
The Council for Estate Agencies (CEA) is a statutory board established under the Estate Agents Act 2010 to administer the enhanced regulatory framework for the real estate agency industry. Commencing its operations from 22 October 2010, CEA’s principal functions are to license the estate agents (referring to the estate agencies) and register agents (referring to the property agents), promote the integrity and competence of estate agents and engage in public education efforts to help consumers in property transactions.
In addition to the advertising rules, PropertyGuru Group Pte. Ltd. will also monitor and moderate all advertisements under its Services, according to CEA’s Code of Ethics and Professional Client Care and Practice Guidelines on Ethical Advertising.
All estate agencies and salespersons are advised to be well-versed with CEA’s regulations that can be found on the following website: www.cea.gov.sg
PropertyGuru Pte. Ltd. will always cooperate with authorities to help resolve any suspected illegal activities. To preserve the trust of our users, PropertyGuru reserves the right to suspend any agent convicted of illegal activities – even if it is not related to the use of PropertyGuru services.
